Navigating Systemic Barriers to Math Curriculum Implementation: Year 1 Insights from the New York Math Network
The New York Math Network, a collaboration between NIRN and New York school districts, supports the implementation of high-quality instructional materials (HQIM) in math. In its second phase, the network focused on strengthening districts’ professional learning infrastructure to address systemic barriers. Findings from the Year 1 District Barrier and Facilitator Report indicate that over half of the barriers stemmed from implementation infrastructure, with facilitative administration being the most critical. Common challenges included leadership turnover, communication gaps, and a lack of knowledge about implementation science. Facilitators included cross-departmental collaboration, structured planning, and data-informed decisions. The report emphasizes distinguishing between barriers within district leads’ control versus those requiring systemic change, and highlights the value of feedback loops and differentiated coaching to build capacity. Insights inform responsive technical assistance and offer a replicable model for scaling curriculum implementation.
