This case outlines the scaling up of evidence-based practices initiative in the Tigard Tualatin School District (TTSD), Oregon. The case is narrated by Sally Helton and David Putnam from the TTSD.


The Tigard Tualatin School District (TTSD) is the 9th largest school district in Oregon and the 5th largest in the Portland metropolitan area.  The district has two high schools, one alternative school, one online school, three middle schools and ten elementary schools. 


TTSD’s K-12 reading intervention program and its Response to Intervention initiative for identifying and providing interventions to struggling students are nationally recognized.  TTSD has the highest graduation rate among Oregon’s large school districts and its students at every grade level outperform peers on state-wide tests.  Because of its success in implementing and sustaining a district-wide system for improving outcomes for all students and all student groups, TTSD was recently selected to be highlighted on the website:  Moving Your Numbers (  Look for TTSD to appear on this website soon.
